Dr. Russ Porter is the inaugural and former Deputy Ethics Officer (DEO) for the entire Texas A&M University System with 11 universities (now 12) ranging from an R1 university (TAMU) to R2 universities, and master’s degree granting universities, as well as 8 state research and education agencies. As DEO he led the Proactive Ethics Program (PEP) that provided educational support for mitigation of both ethics and legal issues in the system.
Based on his original PEP, he was awarded a Fulbright Specialist position with the U.S. Department of State. As a Fulbright Specialist, Dr. Porter provides cultural and ethics education support to the Fulbright program that covers over 150 countries around the world. His most recent award was teaching the PEP in a F2F mode at the University of Lagos in Nigeria, along with six additional universities in Africa from Egypt to South Africa in a virtual mode.
Dr. Porter is also the Director of the Causal Analytics Program (CAP) that leads to a Causal Analytics & Big Data (CABD) Certificate. The CAP and CABD are partially funded by the Army Operational Test Command (ATEC) to enhance research, testing, and development for the military as well as the civilian sectors. All classes in the CABD use the highest level of statistical analysis through Confirmatory and Structural Equation Modeling.
Russ has over $21 million in personal research grants from the local, regional, state, federal/national, and international levels as PD, and/or PI/Co-PI. His federal and national level grants include funds from NSF, DoD, DoE, DHS, AFRL, ARL, and ATEC/OTC that covers the disciplines of defense, solar, cybersecurity, healthcare, and education. His most recent grants supported his research in cognitive care education, business ethics, healthcare ethics, and higher education ethics that culminated in his most recent books in those disciplines. Russ has over 330 scholarship projects including books (7), book chapters, peer-reviewed articles, peer-reviewed international/national/regional presentations, and research funded grants/contracts.
Russ has over 30 years of business experience and advice with overlap in academic administration. His business experience includes healthcare (e.g., CEO of a 190-bed healthcare organization), healthcare support (i.e., Assistant Executive Director Licensure/Research for the Virginia Board of Medicine), defense (i.e., active duty in the USAF and IPA Civilian in the Army), non-profit organizations (healthcare advising, research analytical advising), and education with academic positions as a graduate coordinator, chair, associate dean, dean, associate vice president, associate provost, and vice president. He was also a president and provost for a seminary in the ecclesial sector.
Dr. Porter’s education includes: B.A. in Economics (Binghamton University-SUNY), M.P.S. in Health & Human Services Administration (Lynn University), Ph.D. in Health Service Organizations Research (Medical College of Virginia-Virginia Commonwealth University), Ed.D. in Higher Education Administration (University of North Texas), Th.D. in Theological Ethics (Newburgh Seminary), D.D. Candidate (Ostiariate Seminary), Post-Doc in Strategic Planning (Harvard University), Post-Doc in Cybersecurity with emphasis in AI-ML Ethics (Harvard University), and Post-Doc in Strategic Planning Education (ACE Fellowship at College of William & Mary).
