William Todd Duncan earned his doctorate in Educational Leadership with an emphasis on the urban superintendency from the University of Southern California in 2002.  Dr. Duncan earned a Master’s Degree from the University of Texas at Austin in Curriculum and Instruction with an emphasis on Bilingual Education in 1994.  He has worked as an elementary school teacher in the bilingual education program in the Lynwood Unified School District.  He was a middle school principal in the Banning Unified School District from 1996 through 1998. Dr. Duncan then became an elementary school principal and then administrator for assessments and accountability in the Jurupa Unified School District from 1998 through 2005.  He then became the Coordinator for Curriculum Based Assessments for the Oakland Unified School District from 2005 through 2006.  Dr. Duncan moved to the private sector and became the General Manager for the Inland Empire for a nonprofit company that provided academic based before and after school care in conjunction with various school districts in the Inland Empire region of Southern California.  Dr. Duncan was an adjunct professor for Concordia University and Wayland Baptist University from 2010 through 20014 teaching courses in the areas of educational administration and curriculum and instruction.  Currently, Dr. Duncan is Assistant Professor of Educational Leadership at Texas A&M University Central Texas where he teaches in the Masters in Educational Leadership with Principal Certification Program.  During his time at TAMUCT Dr. Duncan has coordinated the Superintendent Certification Program and the Masters in Educational Leadership with Principal Certification Program.  He has also been highly active in the Faculty Senate and Commencement Committees from 2014 through the present.
